This position would be working on the re-write of legacy software using Microsoft Visual Studio.

This position would be working on the re-write of legacy software using Microsoft Visual Studio. Senior level .net developer will be expected to perform the following tasks. These tasks include but are not limited to:

• Develop and design solutions. May review and advise on design solutions developed by others.

• Comply with programming standards, processes, and evaluate and identify opportunities for programming standardization.

• Use of .net coding standards and integration processes/objects/framework that can be leveraged for an IT Solution.

• Participate in, coordinate or lead computer code review to ensure strategies and applications adhere to State and agency policies, standards or guidelines. Participate in department wide coding standards review. Work with the solutions architect to set up guidelines/processes on code review.

• With a Business Analyst and / or other project team members, presents the information gathered to the Project Review Board and/or Project Sponsors during project review meetings, project workgroups and to the Technical Review Board providing clarification and answers to questions.

• Participate in project planning, estimating, budgeting, scheduling, structured walkthroughs, issue tracking, and project execution. Follows the Client SUITE methodology for project management and software engineering.

• Perform and / or participate in the full testing lifecycle, typically involving the following or similar types of testing: unit, function, integration, performance, system and standards, user acceptance and regression testing.

Skills Required

• 5 years of experience developing large scale software systems, using Object Oriented programming language such as .net framework, asp.net, Visual Studio, Internet Information Services, CSS, MVC, and Javascript is highly preferred.

• 5 years of experience directing the analysis, definition, and documenting of system and business requirements with clients, for large scale systems. Business process design and re-engineering.

• 5 years of experience developing technical designs in consultation with application/solution architects to set direction of design and development for large application development projects. Review technical design and specification for completeness and conformance to quality standards, especially as a mentor to less experienced systems analysts.

• 5 years of experience developing system and unit test plans, test data and scripts regression testing, and performance/stress testing for application validation and verification. Manage defect tracking for large scale systems implementation.

• 5 years of experience performing extensive analysis and design working on large projects that require exposure to all aspects of the systems development life cycle (SDLC) and creating and maintaining documentation in conformance with established design standards usability standards, UML, and configuration management.

• 5 years of experience evaluating user requests for new programs or modified program components to determine feasibility, budget and time estimation, compatibility with current systems, and computer capabilities.

• 5 years of experience analyzing business requirements, generating project specifications and converting them into code, and applying knowledge of computer programming techniques and computer languages.

• 5 years of experience developing systems with Microsoft SQL Server.

• 5 years of experience in developing reports with a report development tool.

• Good oral and written communication skills, with ability to organize and present information to both IT and client staff. Prepare project communications.

• Ability to work under pressure and tight timelines and diagnose and resolve complex problems quickly in a team environment.

• 3 years of responsive design application development experience.

Specifies which users can access databases and what data can be accessed by the user. Tests and corrects errors, and refines changes to database.

Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work.

•Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies.

The Client is seeking an Expert Level Technical Architect for an approximately 12-month engagement on the Department's web application system enhancement and maintenance work assigned to IT Web Services. The Client is seeking an Expert Level Technical Architect for an approximately 12-month engagement on the Department's web application system enhancement and maintenance work assigned to IT Web Services. This position is an integral part all ongoing DOH application work assigned to web services. Applications supported include DOT pothole reporting, Payment Tracking, Vendor Prequalification, CARS, QAP and others. It is critical this position be filled as soon as possible in order for web services to maintain the current level of support for these applications.
