Job Title:
PowerBuilder Developer

Location: NYC, NY

Duration: 12 Months


Job Description:
• Consultant will lead in the design, develop, test and document applications and application enhancements.
• These will be coded using PowerBuilder on the Windows platform.
• Client has a need for an experienced Technical Leader who is able to understand the business strategy and goals to execute key duties and responsibilities to meet goals and objectives.
• The candidate must be able to re-define processes if needed and provide subject matter expertise when working on assignments that typically are enterprise reaching or have high visibility for the organization.

In addition:
• The Tech Lead will work in a scrum team to ensure projects meet the assigned goals and delivered on time.
• Communication: Provide input to peers, management and customers for recommendations and alternate solutions and/or improvements.
• Coding: Independently develop code, test, debug, maintain, modify, and install complex software programs. Participates in code walkthroughs.
• Assists developers with the application environment and development standards and protocols. Provide technical assistance and follow through to team members.
• Responsible for adherence to standards in the development of Applications. Leads and code reviews.

Deliverables:
• HPDinfo
• Improve / streamline processes
• DHS Inspections (LINC)
• Elevator Inspections
• Reduce Manual work/Improve Data Integrity/ Improve Data Quality
• Code/Lead Callback, Routing, Inspection and Reports

SPECIAL REQUIREMENTS
• References should be provided from at least two former or current clients where the contractor has performed the same or similar work. Provide the name, address, phone number and e-mail address of the reference as well as a brief description of the work performed.

Right To Hire
• The Department (HPD) reserves the right to hire the selected consultant as an employee at any time during the contract.
• In the event of a consultant hire by HPD, the firm will be prohibited from charging or penalizing the consultant in any form, financial or otherwise.
• The consultant will be made aware of this condition as part of the contracting process.

Contractor Furnished Equipment
• The consultant will be required to have his/her own voice/data activated blackberry-based cellular phone during the contract period. Prior to the start of the contract performance, the selected consultant will contact the HPD Point of Contact under the contract to have their Blackberry phone connected to HPD's email system.

THE FOLLOWING EXPERIENCE IS MANDATORY:
• Minimum of 8 years' experience in PowerBuilder programming.
• Minimum of 4 years working as a team leader.
• Minimum of 4 years working with the Oracle database environment.
• Minimum of 4 years professional experience in Business Analysis and Design.
• Minimum of 1 year experience in .Net C# programming.
• Demonstrate understanding of software development life-cycle like Agile and Waterfall.

THE FOLLOWING EXPERIENCE IS DESIRABLE:
• Strong collaboration, relationship management, Verbal and written communication skills.
• Good judgment, logical thinker and detail oriented.
• Ability to adapt and understand business.
• Ability to drive projects to completion.
• Minimum of 4 years' experience writing functional and technical specifications, user and technical documentation.
